Biography Yao-Tang Chang received the M.A.Sc. and Ph.D. degrees from the Department of Electrical Engineering at the National Cheng Kung University on Taiwan, in 2002 and 2007, respectively. Since 2008, He is currently an Assistant Professor at the Department of Information Technology, Kao Yuan University, Kaohsiung, Taiwan, R.O.C. Previous to 2007; he served as Directorate General of Telecommunications and National Communications Commission for government and for industry, respectively over 20 years. His major interests are in optical interference reduction, information security,optical code division access system, multi-user optical communications, and in optical/wireless video communication network.
