Biography I-Cheng Chang received the B.S. degree in nuclear engineering in 1987, and the M.S. and Ph.D. degrees in electrical engineering in 1991 and 1999, respectively, all from National Tsing Hua University, Hsinchu, Taiwan. In 1999, he joined Opto-Electronics & Systems Laboratories, Industrial Technology Research Institute, Hsinchu, Taiwan, and acted as a project leader. He is currently an associate professor of Department of Computer Science and Information Engineering, National Dong Hwa University, Hualien, Taiwan. His research interests include image and video processing, computer vision, and multimedia system design.
