Biography Hsin-Ying Liang received the B.S. degree from National Taipei University of technology, Taiwan, in 2001, and the M.S. degree from National Chi Nan University, Taiwan, in 2003, and the Ph.D. degree from National Chung Hsing University, Taiwan, in 2008, all in the electrical engineering. Since 2008, he has been with the Information and Communication Engineering Department, Chaoyang University of Technology, Taichung, Taiwan, where he is currently an Assistant Professor. His research interests include error correcting codes and communication systems.
