This paper aims to comprehensively study the methods proposed in the literature for evaluating websites quality in all fields, especially the field of e-government. The literature covers general websites evaluation methods and e-government website evaluation methods. Based on the comprehensive literature review, a seven dimensions framework is proposed for the evaluation of e-government websites from a users' perspective, and a set of propositions is presented for future testing of the proposed framework.
