In this paper, a new way of handling the RRC (Radio Resource Control) [1] Measurement Control message, exchanged in a UMTS network is proposed. Two Algorithms are described. One deals with the message whenever it is sent during the call setup and the other one deals with the message whenever it is sent during a soft handover procedure. The purpose of these two algorithms is to avoid sending the Measurement Control in every occasion, as in the case of prior art, by storing the contents of the message on the mobile side. It follows, that less signalling messages are exchanged between the mobile and the RNC (Radio Network Controller) on one side, and on the other side, the mobile could perform earlier measurements than in the case of prior art. The same algorithms that are proposed in this paper could be applied to LTE (Long Term Evolution) [2] and to any signalling messages that are exchanged between two equipments. Hence their importance comes from the fact that they represent a generic method that could apply, whenever certain conditions are met, to any protocol.
